Dirk Pulkowski is not teaching during the academic year 2022/2023. Dr. Pulkowski presently serves as Deputy Legal Adviser at NATO headquarters. He previously was a Senior Legal Counsel at the Permanent Court of Arbitration (PCA) in The Hague. At the PCA he acted as registrar in arbitrations between States under public international law and as institutional secretary in dozens of investor-State arbitrations administered by the PCA. He also represented the PCA at various intergovernmental fora, including in discussions about the reform of investor-State dispute settlement. Before joining the PCA, he worked as a practicing lawyer in the international trade and arbitration group of an international law firm. Dr. Pulkowski holds a doctorate in law, summa cum laude, from Ludwig-Maximilians-Universität, Munich, and an LL.M. degree from Yale Law School. He has published in the fields of public international law, investment law, trade law, and legal theory.
